What can we do to reduce their impact on the climate and how can International Standards help?<\/p>\n<p>Much of the world lives in cities:\u00a0<a title=\"The world bank\" href=\"https:\/\/data.worldbank.org\/indicator\/SP.URB.TOTL.IN.ZS\" target=\"_blank\" rel=\"noopener\">56\u00a0%<\/a>\u00a0of the globe\u2019s population live in cities compared to 36\u00a0% fifty years ago. A United\u00a0Nations\u00a0<a title=\"68% of the world population projected to live in urban areas by 2050, says UN\" href=\"https:\/\/www.un.org\/development\/desa\/en\/news\/population\/2018-revision-of-world-urbanization-prospects.html\" target=\"_blank\" rel=\"noopener\">report<\/a>\u00a0in 2018 predicted that these figures will reach 68\u00a0%\u00a0\u2013 two in three people\u00a0\u2013 by 2050. There are a number of drivers that have pushed people into urban centres, including the search for better education and higher-paid jobs, and the impact of our changing climate\u00a0which makes rural areas less habitable.<\/p>\n<p>As they have grown, our cities have generated more and more carbon emissions, and now contribute\u00a0<a title=\"IOPscience: Space-based quantification of per capita CO2 emissions from cities\" href=\"https:\/\/iopscience.iop.org\/article\/10.1088\/1748-9326\/ab68eb\" target=\"_blank\" rel=\"noopener\">around\u00a070\u202f%<\/a>\u00a0of the world\u2019s CO<sub>2<\/sub>\u00a0emissions from energy. As cities are responsible for such a large proportion of CO<sub>2<\/sub>\u00a0emissions, they are a good target for changes that could alleviate the impact of emissions on the world\u2019s climate. And by developing and implementing International Standards for planning and building cities, we can make these changes effective and efficient.<\/p>\n<h3>UPDATING OUR TRANSPORT<\/h3>\n<p><a title=\"OECD: Decarbonising Urban Mobility with Land Use and Transport Policies\" href=\"https:\/\/www.oecd.org\/fr\/environnement\/decarbonising-urban-mobility-with-land-use-and-transport-policies-the-case-of-auckland-new-zealand-095848a3-en.htm\" target=\"_blank\" rel=\"noopener\">A third<\/a>\u00a0of the emissions from cities come from transport. Buses, trains, trams, taxis, cars \u2013 they are all essential means by which city dwellers get to work or school, and enjoy the place in which they live. A lower-carbon city would be one that supports public transport over individual car use, makes cycling and walking easier, and moves towards electric or biofuel vehicles over petrol and diesel.<\/p>\n<p>In Copenhagen, for example,\u00a0<a title=\"tandfonline: Urban planning practices for bikeable cities \u2013 the case of Copenhagen\" href=\"https:\/\/www.tandfonline.com\/doi\/abs\/10.1080\/17535069.2013.765108\" target=\"_blank\" rel=\"noopener\">the city<\/a>\u00a0introduced a concept called \u201cgreen waves\u201d: Where formerly traffic lights had prioritized cars, now they prioritize bicycles. The move reduced the number of stops for cyclists from an average of\u00a0<a title=\"centre for public impact: Green Waves for bicycles in Copenhagen\" href=\"https:\/\/www.centreforpublicimpact.org\/case-study\/green-waves-bicycles-copenhagen\" target=\"_blank\" rel=\"noopener\">six per journey, to fewer than one<\/a>. The change did increase bus times, but using data from bus journeys, the city has redesigned the system to share priority between bikes and public transport.<\/p>\n<h3>DATA FOR SMART CITIES<\/h3>\n<p>It\u2019s not just traffic and transport that can be monitored and improved through data analysis. Smart cities\u202f\u2013 cities that collect, analyse and make decisions based on data\u202f\u2013 are set to be the future of urban living. Data from phones, from monitors in and on buildings, and in the water and power systems, can be used to work out what is being used where, and how it can be made more efficient.<\/p>\n<p>In 2020, Singapore opened the\u00a0<a title=\"EDB: Smart-cities lab opens in Singapore Science Park\" href=\"https:\/\/www.edb.gov.sg\/en\/business-insights\/insights\/smart-cities-lab-opens-in-singapore-science-park.html\">Smart Urban Co-Innovation Lab<\/a>, a collaboration of two hundred companies, including giants like Amazon and Microsoft, that will seek to innovate using data, artificial intelligence and machine learning. The goal is to improve six key industrial areas for the city state, including sustainability and urban agriculture.<\/p>\n<h3>BUILDING CLIMATE RESILIENCE<\/h3>\n<p>While cities work to reduce their impacts on the environment, they must also build better resilience in the face of a changing climate. Dr Bernard Gindroz, Chair of ISO technical committee\u00a0<a title=\"ISO\/TC 268 - Sustainable cities and communities\" href=\"https:\/\/www.iso.org\/committee\/656906.html\">ISO\/TC 268<\/a>,\u00a0<em>Sustainable cities and communities<\/em>, said that, at COP26, \u201ccities are increasingly confronted by shocks, including extreme natural or human-made events. A resilient city is able to prepare for, recover from and adapt its systems and processes to ensure that they are as robust as possible in the face of shocks and stresses\u201d.<\/p>\n<p>This could mean repairing natural flooding defences like the\u00a0<a title=\"Rijkswaterstaat: Room for the River\" href=\"https:\/\/www.rijkswaterstaat.nl\/en\/about-us\/gems-of-rijkswaterstaat\/room-for-the-river\" target=\"_blank\" rel=\"noopener\">Room\u00a0for the River<\/a>\u00a0programme in the Netherlands, or developing\u00a0<a title=\"PNAS: Small-scale urban agriculture results in high yields but requires judicious management of inputs to achieve sustainability\" href=\"https:\/\/www.pnas.org\/content\/116\/1\/129\" target=\"_blank\" rel=\"noopener\">urban\u00a0agriculture<\/a>\u00a0to feed the population more sustainably. It might mean introducing policies to encourage solar panel installation across buildings, reducing reliance on fossil fuels, as has proved\u00a0<a title=\"pv magazine: Los Angeles still has a feed-in tariff. And it\u2019s growing.\" href=\"https:\/\/pv-magazine-usa.com\/2019\/09\/27\/los-angeles-still-has-a-feed-in-tariff-and-its-growing\/\" target=\"_blank\" rel=\"noopener\">successful\u00a0in Los\u00a0Angeles<\/a>, and adherence to\u00a0<a title=\"Urban Runoff: Low Impact Development\" href=\"https:\/\/www.epa.gov\/nps\/urban-runoff-low-impact-development\" target=\"_blank\" rel=\"noopener\">low-impact\u00a0development<\/a>\u00a0that prevents water runoff and encourages infiltration of water into the ground.<\/p>\n<p>Cities have historically been big drivers of climate change, but now they can be key drivers in reducing human impact on the environment. And this can be achieved more easily and efficiently with the development and use of International Standards.<\/p>\n<h3>SUPPORT FOR CITY LEADERS<\/h3>\n<p>International Standards are an essential aid to anyone seeking to improve the way the built world interacts with the environment, from policy makers to planners and developers, to communities. They spread understanding of best practice and provide key indicators for measuring success.<\/p>\n<p>Because local governments play a key role in the development of cities, standards aimed at city leaders can be of particular help in driving sustainable development.\u00a0<a title=\"ISO 37101:2016 - Sustainable development in communities \u2014 Management system...\" href=\"https:\/\/www.iso.org\/standard\/61885.html\">ISO\u00a037101<\/a>, for example, can be used by leaders working within the multiple communities that make up a city. It helps them to support sustainable development across aspects like health and well-being, transport and environmental management.<\/p>\n<p>Internationally agreed standards are vital everywhere from individual buildings to huge city developments. Standards can help governments to interact with communities and improve engagement with the people who live in urban spaces. They support progress at every stage of a building project, from strategy and planning to construction, and indeed to maximize the life of a building.<\/p>\n<h3>RATIONAL APPROACH<\/h3>\n<p>ISO standards also\u00a0keep people at the centre of development, ensuring that, as we build cities for resilience and sustainability, we also build them for health and prosperity. ISO\/TC 268\u2019s\u00a0<a title=\"ISO\/TC 268\/SC 1 - Smart community infrastructures\" href=\"https:\/\/www.iso.org\/committee\/656967.html\">subcommittee\u00a0SC\u00a01<\/a>\u00a0on smart community infrastructure, which maintains ISO\u00a037101, is focused on creating local community infrastructure that keeps the environment healthy for the planet and the urban population.<\/p>\n<p>As Dr Gindroz explains, \u201cstandards support a rational approach to urban development, with long-term visions that are clearly defined by strategies and roadmaps. By learning from best practice, we can de-risk decision making and instil trust in sustainable developments from communities\u201d.<\/p>\n<p>ISO\u2019s committee for sustainable cities and communities is working to develop new urban standards that can help slow climate change.
